House Passes Bill to Make Portmore a Parish Despite PNP Opposition

KINGSTON, Jamaica – The House of Representatives has officially passed the Counties and Parishes (Amendment) Act 2025, paving the way for Portmore to become Jamaica’s 15th parish.

The bill, introduced by Local Government Minister Desmond McKenzie, faced strong resistance from the Opposition People’s National Party (PNP), which accused the governing Jamaica Labour Party (JLP) of political maneuvering. The PNP has even threatened to challenge the move in court.

One of the most controversial aspects of the bill is the elimination of the directly elected mayoral position currently held by PNP’s Leon Thomas. The PNP argues that this undermines the democratic will of Portmore’s residents.

Additionally, concerns have been raised about Portmore’s lack of essential parish-level infrastructure, such as a courthouse, a general hospital, and a public market. Critics argue that residents will still have to rely on St. Catherine for these services, making the transition to parish status premature.

The bill, which includes one amendment, will now move to the Senate for further debate. If approved, it will require the Governor General’s assent to become law.

Portmore’s elevation to parish status would mark Jamaica’s first new parish since 1867 when the number was reduced from 22 to 14.
